DART Disadvantaged Business Enterprise (DBE) Program
DBE Program Update:
On September 30, 2025, the U.S. Department of Transportation announced changes to the DBE program that will directly affect DBE firms. The new interim final rule, which became effective October 3, 2025, and found here, removes race- and sex-based presumptions of disadvantage and requires all DBE firms to undergo recertification. Until recertification is complete, DART may not set DBE goals for new contracts or count DBE participation toward existing goals.
DART will also be required to update its DBE program and policy after the recertification process is complete and the timeline for that process is currently unknown.

Disadvantaged Business Enterprise Certification
DART, in accordance with regulations of the U.S. Department of Transportation, 49 CFR, Part 26, hereby announces its FY 2024-2026 goal of 1.8% for DBE participation on Federal Transit Administration (FTA) assisted contracts, purchases, and services.
